Chapter By-Laws

By-laws of the Greater Miami chapter of the American Meteorological Society

Article 1- Introduction: This chapter will be known as the Greater Miami chapter of the American Meteorological Society. The supreme rules governing the Greater Miami chapter of the American Meteorological Society are contained within this document.

Article 2- Objectives: The chapter seeks to foster a deeper appreciation and understanding of the weather in the people of southern Florida and to encourage a greater camaraderie between professional and amateur meteorologist and between the local meteorological community and the society at large. The chapter is dedicated to the principles of free and open scientific inquiry and does not seek to promote particular theories or agendas to the exclusion of others.

Article 3- Membership: Membership is open to all who are interested in meteorology, from professionals to weather enthusiasts. All that is required is to pay the annual dues. Dues are 10 dollars per year to be paid by the May meeting. If there is no May meeting, then payment is due at the next scheduled meeting.

Article 4- Officers: The officers are those people elected by the chapter membership to administer the Greater Miami chapter of the American Meteorological Society. There are three elected officers: the president, vice president/secretary, and the treasurer. The president is responsible for day to day administration of the chapter, including organizing seminars, calling for meetings of the executive committee, publicly representing the chapter, and coordinating with other local and student chapters and with the national American Meteorological Society. The vice president/secretary is responsible for assisting the president and carrying out the duties of the chapter president in his or her absence, for publicizing chapter meetings and seminars, for recording the minutes of all chapter and executive committee meetings, and for providing these minutes to the executive committee, the general membership, and the national organization. The treasurer is responsible for maintaining the chapter's funds, financial records, and membership list. In addition, the previous chapter president will serve as chapter executive director until such time as the current president leaves office and assumes the role of executive director. The executive director is to provide continuity, counsel, and perspective to the current elected officers.

The elected officers comprise the executive committee. The executive director serves as an non-voting member (except as tie breaker) of the commitee. Each elected officer has an equal vote regarding chapter business. A measure regarding the chapter is determined to have passed the executive committee if a simple majority votes in favor. In the event of a tie vote, the executive director will cast the deciding vote.

Article 5- Election of Officers: Elections for the officer positions will be held every year at the May meeting, or the first meeting following in the event of no May meeting. No later than 30 days prior to an election, the executive committee shall inform the membership that officer nominations are being accepted. Nominations will be accepted up to 14 days prior to the election date. No later than 7 days before the election date, the executive committee shall send a formal notice to the membership of the candidates for each position. The executive committee will oversee the election at the AMS meeting and ensure that all dues paying members may cast secret ballots. The candidate with the most votes (a majority or plurality) will be deemed the winner for each office and the results shall be announced by the executive committee at the end of the meeting.

Article 6- Meetings and seminars: The Greater Miami chapter of the American Meteorological Society shall have no less than four meetings per year that are open to the general membership. Meetings, including speaker invitations, shall be arranged by the executive committee. The exact time and location shall be agreed upon by the executive committee and the speaker and advertised by the vice president/secretary to the membership and general public.

All general meetings shall begin with the business of the Greater Miami chapter of the American Meteorological Society including announcements and any voting matters required by the membership. Any matters requiring a vote will be approved if a simple majority of dues paying members present approve assuming a quorum. A quorum is defined to be one quarter of the dues paying membership. The results of any matters requiring voting will be announced at the end of the meeting.

Meetings of the executive committee may be called by any officer with the time and place arranged as most convenient to the majority of officers. Any matters requiring a vote will be approved if a simple majority of officers present approve assuming a quorum. A quorum is set to be three officers. The results of any matters requiring voting will be announced to the general membership by the vice president/secretary.

Article 7- Finances: Annual dues for the Greater Miami chapter of the AMS are $10. This fee is due on or before the May meeting if the member is to be allowed to participate in the elections.

All dues paying members of the chapter have the opportunity to be reimbursed for any charges they may incur related to official chapter business (including the purchase of food and drink for meetings). A receipt or proof of purchase to the treasurer is required for reimbursement. The treasurer shall forward the request to the remainder of the executive committee. For reimbursement under 50 dollars, approval may be granted by any officer. For reimbursement greater than 50 dollars, reimbursement must be approved by a majority of the executive committee.

Financial records of the chapter shall be maintained by the treasurer and open to any chapter member for inspection.

Article 8- Amendments to the By-Laws: Amendments to the by-laws may be submitted in writing to the executive committee by any dues paying member of the Greater Miami chapter of the American Meteorological Society. All proposed amendments will be announced to the general membership by the vice president/secretary for consideration at least 7 days prior to the next regularly scheduled general meeting of the chapter. An amendment will be passed if approved by a majority of dues paying members present at the next meeting assuming a quorum. A quorum is defined to be one quarter of the dues paying membership.
